Log message:
	Add Binutils-2.17 to the build while keeping compatibility with
	Binutils-2.16.X. Binutils-2.16.X is still the default.
	
	xml/intro.xml (Build Notes): Adjust Important information about
	multiple version support to also include Binutils.
	
	xml/getting-started.xml (Tarballs): Add entry for Binutils-2.17.
	
	xml/packagedata.xml: Add remmed out Binutils-2.17 entry.
	
	xml/temptools.xml (Binutils-Pass1): Add --disable-werror to configure.
	
	xml/chroot.xml (Binutils): Adjust sed for standards.info removal to
	operate on etc/Makefile.in.
